I posted my art, but I can't see it at the Art Portal...I did clicked 'This is not a sketch, include it at the Art Portal...(sorta)' thingy...but I still can't see it! :/ Why?????

Well, you have to have a minimum of 4 pieces to be eligible to be "scouted". Once you've got 4 pieces, you wait for someone to offer to "scout" you, which essentially means that they vouch that your work is good and not stolen or traced. Once that happens, your stuff will appear in the art portal. That's basically it in a nutshell.
